The PSTD, especially in its digital transformation pillar, require city councils and provincial governments to justify their actions with specific metrics:

How much time do they spend on the shopping street?
Which routes do they follow?
Are they tourists or residents?
Traditionally, attempts have been made to answer these questions using methods that have proven insufficient:
